Residents press River Ridge board to address plugged drains, near-flooding at Pinehurst monument

At its July 23 meeting, the River Ridge Community Development District heard from residents who said plugged storm drains are continuing to cause standing water and overflow around the Pinehurst triangle monument.
Resident Shari Perkins told the board that “a week after the street drains were plugged, the drainage issues persist; water has been overflowing in the triangle monument area.” She asked the board to consider addressing the two drains on the left and right sides of the Pinehurst monument and relayed that a neighbor reported a retention pond between River 8 and River 9 is nearly one foot above the drain and appears non‑functional.
District Engineer John Baker explained the prior condition: water from one system was backing up and flowing into a lower system through the inlet that has since been plugged. He said that while the initial cross‑system flow that was pushing water has been addressed, the plugged inlet leaves no place for local water to discharge, creating what is effectively a small pond “in a pipe.” Baker said the situation will likely require additional study and asked residents to provide photographs or video of flooding to help staff diagnose the problem.
The board directed staff to have the District Engineer view the drainage firsthand, and Ms. Perkins agreed to obtain video footage and provide it to CDD staff. Resident Ed Nowak later asked about the northern outflow location on Pinehurst Greens Drive; District Manager Chuck Adams explained the pipes in question run between houses, across the golf course and into the ditch that drains to the Estero River.
Next steps: staff will accept the video evidence from Ms. Perkins, the District Engineer will inspect the sites identified, and the MRI Construction inlet estimate will remain on the agenda while staff seeks additional proposals for pipe/inlet work.
