River Ridge CDD appoints Keith Merrill to fill vacant Seat 1

Bob Schultz, chair of the River Ridge Community Development District Board of Supervisors, nominated resident Keith Merrill to fill the unexpired Seat 1 on Oct. 22. On a motion by Schultz and a second from Robert Twombly, the board voted unanimously to appoint Merrill; no other nominations were offered.
Cleo Adams, the district manager, administered the Oath of Office to Keith Merrill and, together with District Counsel Tony Pires, reviewed required materials for newly sworn supervisors including Form 1 (financial disclosure), the Sunshine Law and the Code of Ethics, Form 8B (memorandum of voting conflict), public records obligations and the district’s guidance on electronic communications.
Schultz said Merrill was nominated because of his long service in Pelican Sound homeowners associations and his familiarity with community issues. "Mr. Merrill, a longtime resident of Pelican Sound, has contributed a great deal to the community in his numerous HOA Board positions in which the issues faced were very similar to those addressed by the CDD," Schultz said during the discussion.
The term for Seat 1 expires in November 2026. The board noted follow-up compliance steps for the appointee and reminded supervisors that state Oath of Office procedures and training are required for service.
The meeting adjourned at 3:07 p.m.; staff said the next regular meeting has been rescheduled to Nov. 19, 2024.
