Golf director requests $518,000 for Pines Park Farm renovation, seeks new equipment leases

Mary Ellen Fabiano Stowe, the town’s Golf Director, told the Capitol Outlay Committee on Oct. 23 that the golf department has eight capital requests this cycle, including a $518,000 ask for the Pines Park Farm renovation and several leasing and equipment replacement needs.
Fabiano Stowe said the $518,000 request follows a $500,000 appropriation for The Highlands in a prior cycle and would allow the town to proceed with design and construction documents for the Pines project. She described plans to release an RFQ for design and to seek a designer award in December–January, aiming to have construction documents ready before the next May Town Meeting and to bid construction for potential fall 2025 start. "That money has been appropriated at town meeting... we are in the process of developing an RFQ," she said.
On equipment, Fabiano Stowe described several end‑of‑lease and replacement items. The golf operation is in the final year of some leases that will convert to ownership via a dollar buyout; the department is proposing a new 4‑year lease package for a Groundsmaster mower, a SandPro bunker machine, a TriLehi greens mower and an additional Ventrac for rough and specialized work. She told the committee the combined new-lease cost would be about $110,000 per year over four years and that ownership would transfer at lease end.
She also described smaller capital needs: a large equipment trailer (state bid pricing shown at about $13,008, with a $15,000 allowance), a 2025 Chevy Silverado dump truck to replace a nonroadworthy 2007 truck, and ball‑washer replacements plus a ball elevator for driving ranges (washers listed at $32.95 each, wheel kits $275 each, elevator $5,995; total about $13,135). Fabiano Stowe said some items might be funded from revolving‑fund excess but still must follow the capital process where individual purchases exceed $10,000.
Committee members asked about staggering lease expirations to avoid concentrated buyouts; Fabiano Stowe said some leases come from different vendors and cannot easily be synchronized. The committee did not vote on any golf requests at the meeting and asked staff to include supporting memoranda and backup cost information for capital ratings.
