Town receives DEP groundwater discharge permit; SRF application filed for wastewater project

Staff member told the select board that the town submitted a State Revolving Fund (SRF) application on Oct. 11 as part of ongoing wastewater implementation work and that the town received a final groundwater discharge permit from DEP for Site 1 on Oct. 16. “The SRF program is expected to issue authorization for award for the 4 construction contracts by early December pending the select board's review this evening,” the staff member said.
Officials said the town expects to start awarding construction contracts in December and that construction may commence as early as late December or early January, if all approvals and scheduling align. Staff also said townwide screening for additional effluent-disposal sites is ongoing, that meetings with DEP will continue monthly to identify groundwater recharge sites, and that financial modeling for phases 2–8 and an operating-cost subgroup will begin in January.
Next steps: the board's review this evening was cited as a near-term milestone for SRF authorization; staff will continue coordination with DEP and complete contract awards if SRF authorization is issued.
