The Dennis Select Board voted to authorize the town administrator to execute four major wastewater construction contracts and to accept several easements required by the State Revolving Fund (SRF) program, clearing major procurement and property steps for the town’s sewer implementation.
Town staff and CDM Smith recommended awards to the lowest responsible bidders: MWH Contractors Inc. was recommended for the wastewater recovery facility contract at $82,030,028; a collection/pump station contract was recommended to Robert B. Arco Company at $29,766,112.54; Dig It Construction Co. at $14,215,595.84; and RJV Construction Co. at about $20,262,727. Select Board members moved to authorize the town administrator to execute each contract and approved each motion by voice vote.
Project manager Mike Lavin told the board these four contracts are designed to be awarded to multiple contractors to enable simultaneous work across pump stations and collection systems. "The intent being that these will happen simultaneously," he said, noting CDM Smith had reviewed bidders’ qualifications, bonding and references.
The board also approved SRF-required property actions: a confirmatory order of taking for 120 Theophilus F. Smith Road; orders of taking for easements in 28 private ways where sewer lines will be installed; acceptance of pump‑station easements at 592 Main Street (with a $34,000 direct payment and waived connection fees) and at 260 Main Street (in‑kind paving estimate $56,025); and an access easement for 270 Main Street with estimated in‑kind paving of $27,900 and a $1,000 damages payment. Each easement motion carried by voice vote.
Select Board members asked about timing and financial risk. Staff said procurement and contracting steps are timed to meet SRF authorizations expected in early December, with construction potentially starting as early as late December or January. Town engineering staff and consultants will complete final modeling and permitting before construction and require contractors to provide bonds and comply with permitting and conservation commission conditions.
The board took no vote to change project scope; the motions authorized execution of the recommended contracts and documented easements needed for SRF compliance. The actions clear key administrative and legal prerequisites for the town’s multi‑phase sewer program.
