Council approves CMG payment for salt barn; requests independent structural review after construction discrepancies

Council approved release of the next contract payment to CMG for the salt‑storage building after building staff and outside structural reviewers reported that the contractors proposed mechanical anchors and minor plates are acceptable. The issue arose when site reviewers found anchor bolts were not left protruding from cast concrete as shown in shop drawings.

The village engaged structural reviewers who provided reports (Lewin and Gallagher). Council members said the reviews generally concurred that the contractors remedial plan should provide sufficient resistance to wind uplift but asked for a third, independent opinion from the villages structural engineers before the July meeting. The engineer agreed to circulate the Lewin and Gallagher reports and to ask his staff for a quick thumb-up/thumb-down evaluation.

Properties and building committee members noted there is $28,000 held in retention on a $700,000‑plus contract; council voted to release the next payment while retaining the ability to hold unresolved items under retention. The vote on the CMG payment was recorded in discussion as 4–1; council also instructed staff to forward structural reports to engineering and to secure one additional independent check prior to the July council meeting.
