Board approves Medpark renovation change orders, school and infrastructure amendments and $222,070 rural health grant

The Nash County Board on June 15 approved two change orders to the Medpark building renovation and a package of capital project amendments and grants.
County Manager Jonathan Boone described change order No. 2 as work to replace approximately 21,026 square feet of flooring (major corridors and offices) with LVT and walk‑off carpet, at a cost of $184,826.43 and adding 51 days to the contract’s substantial‑completion date. Boone told the board the funding for the change order would come from the contingency funds approved with the original contract. “In total, this change order includes the replacement of approximately 21,026 square feet of flooring in the building,” Boone said.
Change order No. 3 covers three mini‑split units for network closets, replacement of the main shutoff valve and sump pump in the water meter vault, and costs $52,297.48 with no additional days added to the contract; Boone said the revised contract with Salisbury Moore would be $3,513,485.10 if approved. The board approved both change orders by voice vote.
Separately, the board accepted a North Carolina Rural Health Transformation grant of $222,070 for a mobile integrated health and community paramedicine program. The grant will fund two vehicles (a replacement response vehicle and a dedicated outreach vehicle) and allocate $20,000 for approved equipment; the point‑of‑care testing machine was not approved at the requested amount. Commissioners moved and approved a project ordinance to accept the grant and related budget.
Other items approved included the Elm Street drainage project closeout (total project $1,027,441, funded by multiple grants and town contributions), a $185,000 amendment for the Southern Nash Middle School capital project (for off‑site utility engineering), and a $50,500 amendment to the detention facility project to align accounting for previously performed work. The board approved a bundle of 15 budget amendments earlier in the meeting to adjust fund balances and department line items.
Next steps: staff will execute the approved change orders and process grant acceptance and ordinance amendments through the finance office.
