Quincy council approves minutes and bills, addresses hydrant, siren, lead sampling and utility policies

At its Aug. 20 meeting Quincy council approved prior minutes and payment of bills, reviewed public-works issues including hydrant repair, a siren motor failure, completed lead and copper sampling, and discussed proposed changes to water service fees and delinquent-account procedures.
The Village of Quincy council approved the prior meeting minutes and authorized payment of listed bills at its Aug. 20 meeting, each by unanimous recorded vote of the four members present.
Millard Shaffer moved to pay the bills and John Hickman moved to approve the minutes; both motions were seconded and each passed with recorded ayes from John Hickman, Robert Ward, Dawn Smith and Millard Shaffer.
Administrator Mike Weber reviewed public-works and utility items the council is tracking: a bat infestation and needed repairs at the Quincy Community Building; a hydrant at South and Miami streets that must be excavated, fitted with a valve and capped before winter; and repeated water leaks that began Aug. 15 and required extensive, still-to-be-costed repairs. H & S Asphalt completed road repairs tied to the water-line work and a damaged guardrail on State Route 235 was repaired; the village is awaiting Low Voltage to reconfigure area cameras.
Federal Field Services inspected the south-end warning siren and found a bad motor; council members discussed moving the previous north-end siren to the south while repairs are evaluated. Weber reported that lead and copper sampling has been completed for the distribution system.
Weber proposed raising the water service fee from $35 to $50 and correcting the delinquent turn-on fee to reflect the current $35 charge; he also suggested phasing in a one-month turn-off schedule for delinquent accounts to ease collections pressure as bills rise. Council did not adopt these fee changes at the Aug. 20 meeting; they remained proposals for further consideration.
Council reviewed delinquent-utility accounts and directed that accounts with more than $200 delinquency be shut off; two accounts (Lawrence Smith and Judd Brooks) were flagged for further investigation before physical shutoff.
Other business: council agreed to purchase safety shirts for volunteer Millard Shaffer; a replacement Gravely mower deck was approved after negotiation to a $1,560 cost; and the Fiscal Officer continues to work with vendor Electro Matic to address intermittent signal failures that cause the community sign to shut down.
