Resident confronts village over tall grass and tree; council offers help

Autumn Clem, who lives at 221 East Jefferson Street, used the public comment portion of the Aug. 20 Quincy council meeting to complain about repeated zoning notices for tall grass and an unremoved tree on her property and to say she felt harassed by village staff.
"They are financially strapped and do not have an operating mower nor money for gas," Clem told the council, and she said calls to Administrator Mike Weber were met with what she described as a rude attitude. Clem also said neighbors had insulted the family and that the tree on the property was intended as material for projects to sell.
Administrator Mike Weber responded that village staff had delivered several notices over the past year and that employees routinely drive the village looking for water leaks and properties needing follow-up after notifications; he denied the claim that staff were repeatedly turning around in the Clem driveway. After discussion, Millard Shaffer offered to mow the yard if needed; Jeremy Barthauer and Justin Trostel had earlier offered to remove the tree for wood but reportedly had been turned down. At the meeting, permission was given to remove the tree and the council reported the grass was being mowed to address the violation.
Council did not take formal disciplinary action at the meeting; the matter was resolved at the meeting level by arranging removal of the tree and mowing assistance.
