Quincy council restores administrator salary, approves emergency ordinance

The Village of Quincy Council unanimously approved an ordinance July 16 restoring the village administrator’s salary to $72,500 and setting compensation language related to Justin Trostel’s transition to full-time employment.

Council voted first to suspend the rules and pass the ordinance on an emergency basis; the suspension motion, made by Morgan Collier and seconded by John Hickman, passed by voice vote. John Hickman then moved to approve An Ordinance to Modify the Hours and Wages of the Village Administrator; Millard Shaffer seconded, and council members voted Aye (John Hickman Aye, Dawn Smith Aye, Sheryl Hatfield Aye, Millard Shaffer Aye, Morgan Collier Aye). The meeting minutes record that the motion was approved.

The ordinance reverses a prior temporary adjustment made after hiring Trostel and restores the administrator’s base pay to the stated annual amount. Council directed that language also define steps to bring Trostel’s hours and salary into the prior-position status; the minutes state the amendment was intended to reflect Trostel’s current full-time role and to document the steps needed to adjust his compensation.

Fiscal Officer Sandra Ward also presented a Logan County Auditor notice about mandatory cyber training for elected officials and employees; the county will host a training session August 13, 2024 at 7:00 p.m., led by Jim Lange of Logan County IT, and officials must keep certificates for audit purposes.

The ordinance takes immediate effect under the emergency passage; council adjourned at 9:34 p.m. and set its next meeting for August 6, 2024 at 7:30 p.m.
