Quincy council members heard a dispute Aug. 6 over the operation of the concession stand at Finfrock Park and whether public postings unfairly blamed volunteers.
Charlene Foreman told the council she intended to serve as Quincy Sports Association chair in 2025 and objected to a post on Quincy Neighborhood Watch she described as "very unprofessional and rude" that related to recent problems at the concession stand. The Fiscal Officer, Sandra Ward, presented the Neighborhood Watch post and said it did not name individuals; she also said the Logan County Health Department inspector (identified in the minutes by first name, Jennifer) had attempted to contact the last known association president, Bruce Stotler, three times to schedule a year-end inspection.
According to the minutes, when county staff entered the concession they found a crock pot in the sink with mold, a bucket of stagnant water draining from an ice machine, both refrigerator and freezer standing open with spoiled food, and a microwave with a plate and a thirty-second timer set. The minutes say Mr. Weber had tried to contact Mr. Stotler with no response. Bruce and Kathy Stotler said they later cleaned the stand and discarded spoiled food; they said Bruce was no longer involved with day-to-day concession work for the association.
Council members said the Village owns Finfrock Park and that regular-season use by the Quincy Sports Association is allowed, but other uses (tournaments, car shows, off-season events) require council permission and coordination. The minutes record that the March inspection report’s violations were described as minor and that the final report indicated there would not be a problem obtaining a food-service license in 2025 so long as corrections are made.
Quoted at the meeting, Charlene Foreman said she would be the association’s 2025 chair: "If there is a Quincy Sports Association I will be the 2025 chairman." Council members said a rental agreement will be needed for nonregular use of the park and that the park will be available this season.
What happens next: The council indicated the concession stand may be used for the planned alumni softball game and that a formal rental agreement for nonregular events will be drafted and enforced.
