Quincy council suspends rules and adopts emergency tax-levy resolution

The Village of Quincy Council on Sept. 17 voted unanimously to suspend the rules and adopt Resolution R-08-2024, "Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor." John Hickman moved to suspend the rules and pass the resolution as an emergency, and Sheryl Hatfield seconded the motion. The motion and the resolution passed by verbal vote with all members present voting aye.

The resolution certifies the village’s tax rates and levies to the county auditor per the amounts set by the budget commission. Fiscal Officer Sandra Ward told the council that the village had also submitted a request to the Logan County Commissioners to release funds to pave village streets following water-line repairs. The fiscal officer further reported that state broadband funds are being released and that an audit for 2022–23 is underway with bank reconciliation issues being addressed.

The emergency suspension and immediate passage appear timed to meet county certification deadlines for tax levies. The council’s votes were recorded verbally in the minutes; the record lists John Hickman, Robert Ward, Sheryl Hatfield, Millard Shaffer and Morgan Collier voting aye on passage after the suspension of the rules. The council did not amend levy amounts at the meeting. The village clerk will certify the resolution to the county auditor as required.

The council adjourned at 9:25 p.m.; no further hearings on the levies were scheduled at that meeting.
