David Baker, director of tax and revenue outreach for the North Carolina Association of County Commissioners (NCACC), gave a brief presentation on NCPTS — a county-owned property-tax software and collaborative supported by NCACC and Farragut. Baker said NCPTS is offered as a membership service in which the NCACC owns the software license while participating counties contract with Farragut for implementation and maintenance.
Baker said NCPTS counties have, on average, approximately a one percentage-point higher collection rate than non-NCPTS counties and highlighted oversight and subcommittees that shape software development and best practices. He said smaller counties can use a cloud-hosted option to avoid significant local hardware investments.
Commissioners asked about implementation costs and sustainable annual fees. Baker said he would coordinate cost estimates with Farragut and provide numbers tailored to Martin County. The presentation was informational and the board requested a future, more detailed demonstration. No action was taken at the meeting.
