Internal audit presents two-round plan and explains staffing choices

The committee received the internal audit office's annual plan and staffing update on June 11. Auditor Mr. Okconor described a risk-based program of audits split into two rounds and explained the office's current staffing approach.
Okconor told the committee the plan includes five audits in round one (state/federal grants management; labor management/employee discipline; environmental health & safety; educational technology services; student enrollment) and five in round two (student transportation; literacy/whole child supports; information systems and applications; talent).
He described a risk-assessment process that begins in December, agile projects for targeted or emergent reviews, and a preference to keep individual audits focused so deliverables remain timely.
On staffing, Okconor said several positions are currently vacant and that two segment-manager positions will be repurposed rather than filled immediately because existing controls have reduced high-risk exposures. "If we ever run into an issue," he told the committee, "I just reach out to see if I can get some funds to bring in an accounting expert," and he said the office would also lean on external accounting firms when specialized expertise is needed.
Committee members questioned whether leaving roles unfilled could be penny-wise and pound-foolish; the auditor said the office can scale up with partners and will re-evaluate if risk indicators change.
The annual plan was approved by the board at the prior meeting and the auditor said schedule timing will be coordinated with management to ensure availability for testing and interviews. The committee took the audit plan as information and asked the auditor to continue reporting risk changes and proposed staffing adjustments as the year proceeds.
