The Martin County Board of Commissioners on Feb. 10 adopted a resolution accepting a $900,000 Community Development Block Grant–Coronavirus (CDBG-CV) award and named county officials authorized to sign requisitions for funds.
County Manager James Bennett told the board the county had received a formal grant offer and recommended that the county designate James Bennett (County Manager), Cindy Ange (Finance Officer) and Janice Young (Assistant Finance Officer) as authorized signatories for Requisition for Funds forms. The resolution was presented as part of the consent agenda and approved.
Later in the meeting Bennett recommended The Wooten Company to serve as the grant administrator for the CDBG-CV award. Bennett said the administration fee proposed is roughly 8 percent of the grant — about $69,000 — and that The Wooten Company had experience working with the county. Commissioner David “Skip” Gurganus moved to approve The Wooten Company as the grant administrator; Vice Chairman Dempsey Bond seconded and the board voted unanimously to approve the contract.
Bennett said selecting an administrator is a step in making funds available for programs and that CADA (Community Action and Development Assistance, as referenced by staff) would handle initial applicant screenings. No detailed program guidelines or timeline for fund disbursement were adopted at the meeting.
The board’s consent items also included a formal resolution enumerating the need for financial relief related to the ongoing impacts of COVID-19 and the acceptance of the grant offer.
Next steps identified by staff included finalizing the contract with The Wooten Company, beginning application screening and returning to the board with program rules and applicant eligibility criteria as those are developed.
