Martin County commissioners on March 10 unanimously adopted the grant project ordinance and program manual required to implement a $900,000 Community Development Block Grant Coronavirus (CDBG-CV) program.
The board authorized the CDBG-CV Subsistence Payments program, which appropriates $900,000 in federal CARES-act related funding administered through the North Carolina Department of Commerce: $810,000 is budgeted for subsistence payments intended to prevent service disconnections and loss of housing; $90,000 is allocated for program administration. The ordinance directs the county finance officer to requisition funds from the state once documentation is submitted and requires federal/state procurement compliance.
County Attorney Nate James reviewed the professional services agreement and found no legal issues; the board approved an agreement with The Wooten Company to serve as the county's grant administrator (motion approved 5-0). Finance Officer Cindy Ange explained the Program Manual and adoption resolution are required program components and the board adopted those documents by unanimous vote.
The award and program manual establish program policies, designated county designees for grant documents, and procedural requirements including citizen participation, procurement standards, and financial management practices. County staff will file required documentation with the North Carolina Department of Commerce and proceed to make subsistence payments after state requisition procedures are completed.
The board recorded the vote as unanimous (5-0). The program sets the county's procedural framework for administering emergency utility and rent/mortgage assistance under CDBG-CV funding.
