Bettsville council adopts emergency budget measures, reallocations and plan adoptions

The Bettsville Village Council approved multiple emergency financial and planning measures at its Nov. 30 meeting, including a resolution to transfer accrued interest among water and wastewater accounts, temporary appropriations for fiscal year 2025 and adoption of the village's five-year plan to preserve federal disaster-aid eligibility.

Council moved to suspend the usual multi-reading rule and treated each item as an emergency under the cited Ohio authority so actions could be adopted at the same meeting. The clerk read the relevant language stating the transfer of interest and the emergency basis under Ohio Revised Code section 731.30; the council voted by roll call and the measures were adopted.

Key adopted items and fiscal adjustments included reallocation of line items across funds: $125 moved from auditing service to Ohio Public Employees Retirement System within the street construction/maintenance/repair fund; $160 reallocated within the general fund from building maintenance to telephone to cover bills; and $150 shifted within the water operating fund from machinery-and-equipment repairs to telephone to pay bills. The council also adopted Ordinance 2413 establishing temporary appropriations for 2025.

Why it matters: the emergency designations and temporary appropriations allow the village to use available balances and to proceed with planned projects and billing obligations without delay, and adoption of the five-year plan keeps the village eligible for federal disaster assistance.
