Bettsville council adopts 2025 permanent appropriations as emergency measure

The Village of Bettsville council voted to adopt its permanent appropriations ordinance for fiscal year 2025 as an emergency measure, enabling immediate transfers and payments tied to the new budget.

Council discussed the second‑page changes to the draft appropriations—most notably that the general fund transfer out to the water fund was $110,000 (not $75,000 as on an earlier printout). The finance staff explained the reappropriation covers incoming state grant funds (including a reported $150,000 EMS grant) and allows the village to move money where needed to pay vendors while the budget lines are finalized.

Councilors moved to suspend the rules, declared the ordinance an emergency and then voted to adopt the permanent appropriations. During the motions and votes several members recorded affirmative votes; the meeting transcript records a roll call during the motions. Council also approved a motion earlier in the meeting to reallocate specific line items (transfers from land improvements and buildings to cover natural gas and water/sewer interest payments) and recorded those transfers for the fiscal records.

Finance staff said they will follow up with the clerk and auditor's office to ensure transfers comply with auditor requirements and to determine timing for moving funds so the general fund is restored when levy and other revenues arrive.

The council's adoption of permanent appropriations clears the way for immediate payment obligations and preserves ability to use state grant funds on EMS and related projects. Councilors said they will return to routine budget monitoring and to present detailed line‑item reports when available.
