Quincy examines water‑tower silt, hydrant leaks and secures backup operator for water reporting

Village Administrator Mike Weber reported at the June 18 meeting that a May 22 water‑tower inspection found roughly two feet of silt in the bottom of the tank and a rusted bracket supporting a 6‑inch influent pipe. Inspectors also noted a change in bolt pattern on the fourth ring that should have continued as a three‑bolt pattern, which Weber said should be corrected.
Weber recommended beginning the process of taking the tank out of service so crews can remove silt, replace the corroded bracket and correct the bolt pattern; he said the work will require substantial preparation and that council should obtain a cost estimate. Weber also said he continued to investigate standing water around a repaired hydrant at South and Miami streets, which had been hit on Nov. 18, 2023.
To maintain compliance with water reporting, Weber said Keith Ambien from West Liberty agreed to serve as an emergency backup licensed water operator and would charge $65 per day, if needed. Weber also said he remains recruiting for a part‑time helper and that locks at the community building will be changed after a key was lost.
No repair contract or timetable was approved; council asked the administrator to obtain cost estimates and return with recommendations.
What’s next Council instructed the administrator to get cost estimates for removing the silt and making the tank repairs; the issue will return to council for consideration once estimates are available.
