Germantown board hires owner's representative for police project, appoints new finance director

Committee members told the board MC Group's experience could save money on the project and help fill a gap while the village lacks an on‑staff engineer. The contract was stated in the meeting at $236,540 with an additional $2,500 available for travel expenses. Trustees approved the contract by roll call.
Trustees said the next step is interviews for a construction manager, scheduled for Wednesday, June 17; the owner's representative will participate in that interview process and the working group will forward a recommendation back to the oversight committee and then to the village board.
"They fill a very critical role for us, lacking a village engineer at the moment," a member of the oversight committee said, describing the unanimous committee recommendation for MC Group.
Some trustees pressed for clarity on timing and transparency. Trustee Pieper said she remained disappointed by earlier steps in the procurement process and asked for a clearer record of who initiated owner‑representation discussions and who was involved before committee review.
The board also approved a professional‑services agreement with R.A. Smith for construction inspection on Division Road Phase 1, described at the meeting as not to exceed $184,800 (including a 10% contingency). Officials said geotechnical work was completed during design and that material testing would be the contractor's responsibility.
In separate business the board moved under Wisconsin open‑meeting law to consider appointment of a finance director. Interim Administrator Mitch Reynolds introduced Lisa Davis, the circuit courts' business manager for Waukesha County and one of four applicants, and described a strong recommendation from the interview panel. Trustee Givenski moved to appoint Davis; the motion carried by roll call. During discussion Reynolds said Davis had negotiated salary terms and would start at $128,000 with four weeks' vacation.
The meeting packet and discussion characterized the project's earlier budget references as preliminary: trustees noted $35,000,000 (or similar estimates) had been mentioned as a reference point by architects, not as a final adopted budget.
The board adjourned at about 7:41 p.m. ahead of planned construction‑manager interviews and follow‑up committee review.
