The Converse County Board of Commissioners approved March accounts payable warrants totaling $5,174,758.62 at its April 7, 2026 meeting, covering vendor payments for road maintenance, insurance, allocations, equipment and services. The motion was made by Commissioner Robert Short and seconded by Commissioner Donald Blackburn; commissioners abstained from warrants pertaining to themselves.
The board also approved a series of administrative and contractual actions. Commissioner Short moved and Commissioners seconded to carry multiple items including: a $3,537.30 change order for Front Range Powerline on the Animal Shelter Expansion Project; a $14,000 Community Service Grant to CC Waves Swim Club Inc. for starting blocks at the Glenrock Rec Center pool; a memorandum of understanding with Eastern Wyoming College to host a 2026 polling place (contingent on EWC legal approval); and ratification and an amendment to HDR Engineering agreements related to CMAQ and HRRRP grant administration.
The board approved several roadway use agreements allowing hauling and access for Croell Inc.; a Big Sky Civil Constructors/Montana Civil Contractors joint venture on CR13/Natural Bridge Road; and K&M Mining LLC hauling on CR49 and CR50. Bore permits for ONEOK Bakken Pipeline LLC (12" under CR34/Jenne Trail Road) and Thunder Creek Gas Services LLC (12.75" under CR43/Walker Creek Road) were approved.
Appointments included the reappointment of Jody Glenn to the Converse County Planning & Zoning Commission for a three-year term and the appointment of Commissioner Donald Blackburn to the Douglas Urban Systems Advisory Committee for an unexpired four-year term. The commissioners also approved a quitclaim deed transferring a section of alley to Scott and Danneil Ware.
Vice-Chairman Rick Grant opened public hearings the same day and the board approved a transfer of a retail liquor license from Short Supply LLC to Black Gold Fuels LLC (County Line Liquors) for April 7–May 11, 2026 (off-premise sales only). The board also approved listed liquor-license renewals for the May 12, 2026–May 11, 2027 term.
