Commission approves reappointments, tables several items and enters executive session in Oct. 1 meeting

At its Oct. 1 regular meeting, the commission of the Unified Government of Cusseta‑Chattahoochee County handled multiple procedural and action items: the body approved prior minutes, reappointed members to the tax assessors board, appointed the county manager to a regional commission, tabled several agenda items for later consideration, approved one vehicle purchase for board use and then entered executive session to discuss personnel and legal matters.

Resolutions recorded in the minutes show the commission unanimously approved the reappointment of James (Jim) Wiehe to Post 5 on the Board of Tax Assessors and the reappointment of Ken Vanhorn to the Board of Tax Assessors; the commission also approved appointing County Manager Thomas Weaver to the Two Rivers Regional Commission for a term through Dec. 31, 2025. Those actions were recorded as formal resolutions in the meeting packet.

Several items were explicitly tabled for later review: a Board of Education request to use Old City Hall was tabled until the November meeting; a cardboard compactor at the recycling center was tabled until the next work session; cemetery bylaws were discussed but tabled for further committee review; the Board of Elections ordinance change second reading was deferred to a work session. On procurement, commissioners approved acquisition of one vehicle for use by the board using credit to avoid losing an offer and tabled two other vehicle requests for the sheriff and emergency management agency until December pending SPLOST outcomes.

Commissioner Jason Frost moved several of the motions recorded in the minutes, often seconded by Commissioner Damon Hoyte or Commissioner Gerald Douglas; the minutes repeatedly note that votes on those motions were unanimous. The commission also voted unanimously to enter executive session at 6:57 p.m.; the regular meeting reconvened at 7:44 p.m., and Chairman Charles Coffey stated that subjects discussed in closed session were within legal exceptions to Georgia’s open‑meetings law and that no votes were taken there. County Attorney Bin Minter later clarified two pending Superior Court matters relating to the county: one lawsuit and one appeal from magistrate court (Case 23‑CV‑0257). The attorney told the commission the county faces a lawsuit with an amount referenced in public remarks as $5 million; the minutes record that litigation details were addressed in executive session.

The meeting adjourned at 7:48 p.m. and the minutes were later approved by majority vote on Nov. 12, 2024.
