North Royalton council adopts multiple ordinances, approves contracts and adjusts 2025 appropriations
Summary
At its Sept. 16 meeting North Royalton City Council amended and adopted Ordinance 25-117 (donation authority) and approved a string of measures including appropriations (25-140), fee schedule updates (25-141), a cafeteria plan (25-142), a two-year health services contract (25-143), a fire-department repair increase (25-144), an IT/phone contract assignment (Res. 25-145), and tax rate certification (25-146).
North Royalton City Council used suspension-of-rules motions to adopt a package of ordinances and a resolution at its Sept. 16 meeting.
Council amended and adopted Ordinance 25-117 to change threshold language in the mayoral authority to accept donations. It then suspended rules and adopted Ordinance 25-140 to amend 2025 appropriations by transferring and adding funds. Council also adopted Ordinance 25-141 updating building and right-of-way fees; Ordinance 25-142 to execute an amended Premium Only (cafeteria) plan effective Oct. 1, 2025; and Ordinance 25-143 authorizing a two-year contract with the Cuyahoga County General Health District for 2026–2027. Council increased the Fire Department’s vehicle-repair line (Ordinance 25-144) citing Ohio Revised Code 5705.41(D)(3).
By resolution (25-145) the council authorized an assignment and assumption agreement for phone and IT services with DIS Acquisition, LLC and Digital Integrated Systems, Inc.; Law Director Tom Kelly said the change transfers the contract umbrella to a different entity but does not alter personnel or cost. Council also adopted Ordinance 25-146 to accept budget amounts and certify tax levies to the county auditor.
