The Review & Oversight Committee agreed on Sept. 16 to start with a fillable PDF action form for council action requests and to explore whether existing systems used by the Building Department (GovWell/CityForce) can be routed through the Mayor for tracking and ward-level visibility.
Clerk Helen Dunlap summarized vendor options presented to the Council Office: GoGov and Granicus offer public-facing portals linked from municipal websites, while Laserfische proposed a custom implementation at roughly $10,000 one‑time and roughly $6,000 annually for support. Members noted that the previous CityForce deployment allowed Council members to submit requests from phones and to see workflow updates; that functionality was missed after the system was retired.
Mayor Larry Antoskiewicz and Councilmembers discussed a practical interim step: Ian Russell of the Building Department offered to convert an action form to a fillable PDF if the Council provides the document. Members favored starting with a fillable PDF that can be saved and emailed from phones and exploring whether GovWell/CityForce modules could be adapted so the Mayor's office can route and filter requests to departments while including ward members on responses.
Councilmember John Nickell offered to provide information on low-cost software to create fillable, locked PDFs. The committee did not approve a vendor purchase at this meeting; members indicated they will pursue a practical, low-cost path first and keep more expensive vendor options on the table for later consideration.
