Dan, the project consultant, told the board the town’s phase‑one assessment (completed in 2023–early 2024) identified current and future flood risks and flagged a range of community priorities. “At the end of that study we recommended that the next step for moving forward was really to put together a comprehensive master plan for the whole area,” he said, describing public outreach, technical design and the inclusion of planning and landscape architecture firms on the team.
The consultant named two partner firms that will support planning and landscape architecture and said GEI will lead design work. He said the team will reconvene early in the next phase for stakeholder workshops and expects the phase to be complete by the end of August 2026 under the current grant timeline. “It’s important to not rush projects like this because especially when you need to get community input,” Dan said.
Board members asked how the team would manage stakeholder input; the consultant proposed a smaller steering committee made up of designated representatives from established stakeholder groups to streamline regular meetings while ensuring the larger group remains informed. The board agreed that staff (Rebecca) and the project team will assemble the committee and schedule an initial kick‑off meeting if the proposal paperwork is completed.
The motion to accept GI’s phase‑two proposal passed without recorded opposition. The board’s acceptance authorizes the town to proceed with the public engagement and design work outlined in the consultant’s proposal; the contract details and budget allotment were not read into the record during the meeting.
Next steps: staff will coordinate with the consultant to pick steering‑committee representatives and schedule an early island visit for team members. The board recorded the vote and moved on to other agenda items.
