Payne council adopts compensation and appropriation ordinances, approves 6% water/sewer increase and routine administrative actions

The Village of Payne council on Dec. 30 adopted two ordinances and approved several administrative motions and a utility-rate increase. Council President Brad Bohland presided in Mayor Lora Lyons’s absence.
Council adopted Ordinance 2024-11, which fixes compensation, bonds and benefits for village officers, clerks and employees and repeals prior inconsistent ordinances. Council suspended the rules to consider the ordinance immediately; the motion to suspend the rules and the motion to adopt were approved with Councilmen Jason Hower and Allen Wobler and Councilwomen Priscilla Kadolph and Nancy Speice voting yes.
Council also adopted Ordinance 2024-12, setting temporary appropriations for 2025 and declaring an emergency; the council suspended the rules and then adopted the ordinance by the same 4–0 vote of the members present.
On rates, Council President Bohland reported the Board of Public Affairs’s third reading of a resolution to increase water and sewer rates by 6 percent effective Jan. 1, 2025. Councilman Allen Wobler moved to approve the 6% increase, Councilman Jason Hower seconded, and the motion passed with all four councilmembers present voting yes.
Other motions and administrative actions approved at the meeting included:
- Approval to pay out 31.7 hours of vacation to Water/Sewer Superintendent Brant Heck (motion by Councilwoman Nancy Speice; second by Councilwoman Priscilla Kadolph; approved unanimously).
- Authorization for Fiscal Officer Rhonda Stabler to void and stop payment on an outstanding $10 check written to Kelsey Dilling (motion approved unanimously).
- Renewal of Fiscal Officer Rhonda Stabler’s $100,000 bond at a cost of $138 (motion approved unanimously).
- Acceptance of financial reports as presented by the fiscal officer (motion approved unanimously).
- Approval of payment of bills presented; Councilwoman Nancy Speice abstained from any payments to Ray Speice and the remainder of the bills were approved (vote: yes 3, abstain 1).
Council President Bohland also reported operational items included a Van Wert Fire Equipment invoice for three sets of gear ($8,448.48) included in the bills, pending paving project bids for an estimated $100,825, cancellation of two 2024 purchase orders to be reissued in 2025, and ongoing sewer connections and a planned temporary closure for East Merrin Street during upcoming work by Bryan Excavating. With no further business, council adjourned at 8:16 p.m.
