Board approves FY 2026–27 budget, advances 5¢ tax‑rate proposal

At a called meeting the Board of Mayor and Aldermen approved the second reading and adoption of the fiscal year 2026–27 budget after a roll call vote.

The Chair said the budget includes a proposed 5¢ property‑tax rate increase, moving the rate from 1.1396 to 1.1896. “If your property value was $100,000 for the whole year, your increased amount is $12.50,” the Chair said. The Chair also requested that the mayor’s vehicle be returned to the police fleet and that the mayor receive a vehicle allowance of $750 (to be apportioned across general, gas and water funds).

The budget presentation included a staff clarification from Joel, who said staff identified several beginning/ending fund‑balance rollovers that need correction; Joel said those changes would not alter the total amount being spent but would better reflect the beginning and ending fund balances on the presented reports. Joel also clarified that the 5¢ rate change calculates to about a 4.4% increase in the cited budget metric.

During discussion, Alderman Proctor urged the board to look for expense reductions rather than routinely raising property taxes and suggested forming a committee of department heads and council members to identify savings and alternative revenue. “We can’t keep raising the property taxes,” Alderman Proctor said, urging closer review of materials, utilities and personnel costs.

After discussion the Chair entertained a motion to adopt the budget. The Chair identified the motion as offered by Alderman Dale and Alderman Proctor seconded. Clerk conducted a roll call: Alderman Langford — No; Alderman Linder — No; Alderman Proctor — Yes; Alderman Ruble — Yes; Vice Mayor Dale — Yes. The Chair announced the motion passed.

The Chair said the council will hold a called meeting on June 29 to consider budget amendments.
