North Royalton City Council approved a bundle of capital projects, contract awards and budget adjustments at its Sept. 2 meeting, including a community cost-share of up to $750,000 for an Applewood culvert replacement and approval of several construction bids.
Council authorized a cost-share agreement with the Northeast Ohio Regional Sewer District (NEORSD) for the Applewood culvert replacement not to exceed $750,000 and also approved a $50,000 cost-share for Wildwood right-of-way vacation design. The council approved the low bid from Tusing Builders and Roofing Services to replace the roof at 14875 York Road for up to $266,110 and accepted Schirmer Construction LLC’s bid for new fencing at York baseball fields #4 and #5 for up to $114,620.
Finance Director Jenny Esarey said the meeting also included transfers and additional appropriations to account for recent retirements, parking-lot paving and striping at the YMCA, an upgraded electrical panel at the soccer field (NOPEC-eligible), and wastewater legal expenses. "There are a few extra transfers on here," Esarey said, summarizing the ordinance authorizing the changes.
Most measures were adopted after the council voted to suspend the normal three-reading rule; roll-call votes on the items were unanimous (7-0).
Votes at a glance
- Ordinance 25-123 (appropriation transfers) — adopted unanimously (7-0). - Ordinance 25-126 (NEORSD Wildwood ROW cost-share, up to $50,000) — adopted unanimously (7-0). - Ordinance 25-127 (Applewood culvert replacement cost-share, up to $750,000) — adopted unanimously (7-0). - Ordinance 25-129 (Schirmer Construction bid — fencing, up to $114,620) — adopted unanimously (7-0). - Ordinance 25-130 (Tusing Builders bid — roof replacement, up to $266,110) — adopted unanimously (7-0). - Ordinance 25-139 (special assessments for sanitary sewer improvements) — adopted unanimously (7-0).
The projects are at different implementation stages: the NEORSD cost-shares require executing agreements with the district, the bid acceptances authorize contracting with vendors, and the transfers provide the immediate appropriations needed to move work forward. The council did not indicate any immediate reductions to city services to cover the costs.
Next steps include finalizing agreements with NEORSD and executing contracts with the awarded bidders. Council generally directed staff to proceed with the negotiated documents and return items for any required further approvals.
