Resident urges action on Chautauqua Drive flooding; sewer cameraing delayed until ground firms

A Silver Lake resident told council on Feb. 3 that seasonal flooding on Chautauqua Drive is a recurring problem and asked what steps the village will take before the spring thaw.
Resident Vicky Scott of 2981 Chautauqua Drive addressed council during the public-comment period, requesting a timetable for remediation. Mayor Dunphy said she and Munroe Falls Mayor Allen Mavrides plan to walk the shared common area near the Chautauqua Drive ditch to review historical development details and explore collaborative solutions. The mayor said packet materials for resident distribution are nearing completion.
Service Director Mark Lipan told council that sewer cameraing and cleaning on Chautauqua Drive could not be completed at this time because ground conditions were too soft for the village’s trucks; he said the work will be rescheduled once soils firm in the summer months. Lipan also reported ongoing lead service-line identification on Kent Road and three recent water-main breaks on West Edgerton Road, Parkwood Drive and Kent Road, which have placed additional short-term demands on operations.
Law Director Patricia Ambrose Rubright said she has reviewed Chautauqua-related documents and found references to litigation; she also noted that Summit County Prosecutor Elliot Kolkovich has begun quarterly meetings with county law directors. Mayor Dunphy added that a federal funding freeze has affected a $904,000 grant for the Markle Road Sewer Separation Project, so that project’s bidding and construction are on hold until funding is secured; the village will focus on Harriett Road work in the interim because that project is state-funded.
What happens next The village plans an on-site inspection with Munroe Falls to assess the shared ditch area. Technical sewer cleaning and camera work on Chautauqua Drive are postponed until ground conditions allow; no firm remediation schedule was provided during the meeting.
