Mayor warns House Bill 335 could reduce municipal revenue and affect police pension funding

Mayor Dunphy used the June 16 council meeting to flag possible statewide tax changes that could affect village finances and services. She said the state legislature has combined three house bills into House Bill 335, which, as described to council, would eliminate "inside millage" effective Jan. 1, 2026; she noted that the Police Pension Fund is funded by inside millage and that the Ohio Municipal League and Summit County are working to clarify whether Charter millage would be counted as inside millage.
Dunphy said budget language could be published as soon as June 23 and advised council that the village is monitoring developments. She also said the village is participating in an amicus (friend-of-the-court) brief supporting the city of Cincinnati in a taxpayer case; the brief is due July 9. Council did not take formal action on the state bills during the meeting.
Police Chief Steve Justice reported department activity including a dog-bite incident (a mail carrier bitten on private property), pickup of donated food by the Akron Food Bank and a low registration count for a planned community bike ride; Chief Justice also reported that RFID tags were installed in cruisers to track free washes from the vendor Sergeant Clean. Service Director Ben Gregory reported two water-main breaks on West Edgerton Road and nearby locations on June 14–15 and said Leak Seekers will perform hydrant testing. Engineer Jason Popiel said the Enbridge west-side project is on schedule and that Metronet has not yet submitted fiber plans.
Mayor Dunphy said staff and council will continue to monitor state-level proposals and return to council with any recommended actions as more information becomes available.
