Northfield council unanimously adopts emergency measures: appointments, pay rates and administrative changes

The Village of Northfield council on Dec. 14 read and adopted a sequence of emergency resolutions and ordinances, suspending the three-reading rule for each measure and approving them on unanimous 5-0 roll-call votes.
Appointments and personnel measures - Resolution No. 2022-61 confirmed the appointment of Jamie Burgett as a part-time firefighter/paramedic. Motion to suspend readings by Councilmember Renell Noack, motion to adopt by Gary Vojtush; roll-call votes were all yes (Ferko, Noack, Vojtush, Hipps, Lewis). - Resolution No. 2022-62 confirmed Mayor Domzalski's reappointment of David Evert to the Planning Commission; Resolution No. 2022-63 confirmed the appointment of Mark Apana to the Planning Commission. Both were adopted after suspension of the three-reading rule; movers and seconders were recorded and the votes were unanimous.
Administrative code and compensation - Ordinance No. 2022-64 established Section 238.15 of the administrative code creating the position of Human Resource Specialist; Council suspended three readings and adopted the ordinance 5-0. - Resolution No. 2022-65 set rates of pay for certain non-union employees for 2023; Resolution Nos. 2022-66 and 2022-67 set pay rates for part-time and full-time fire department members for 2023. Each measure was adopted following motions to suspend readings, with unanimous roll-call votes. - Ordinance No. 2022-68 amended Chapter 246 of the administrative code relating to the fire department and was adopted unanimously.
Budget and emergency services - Resolution No. 2022-69 authorized certain amendments to the 2022 appropriations resolution and transfers of already appropriated items; the measure passed 5-0. - Ordinance No. 2022-70 amended Section 246.065 relating to ambulance emergency squad service and delivery of additional fire department services and was adopted on a unanimous roll-call vote.
Each legislative item was presented by Law Director Brad Bryan and recorded with the mover/second and a roll-call tally of yes votes from Councilmembers Jesse Ferko, Renell Noack, Gary Vojtush, Alan Hipps and Kevin Lewis.
