Staff said the determination allows the commission to obtain appraisals and then pursue discussions with the property owner about potential redevelopment or acquisition options.
The declaration does not itself commit the RDC to acquire the properties or fund redevelopment; it authorizes the next steps required to evaluate potential public involvement. Any subsequent acquisition, funding or redevelopment would require separate RDC action and appropriate public processes.
