Hobart RDC authorizes public meeting to consider residential TIF for Hickory Hollow

The Hobart City Redevelopment Commission on May 18 approved a resolution to begin the public-notice process for a residential tax-increment financing program tied to the Hickory Hollow development.
The commission adopted Resolution 2026-07, which ratifies publication of notice and authorizes delivery of notices to affected parties for a public meeting to be held at the June 15 RDC meeting. Tom Everett of Barnes & Thornburg presented the resolution and described the process for establishing a residential TIF and how it differs from commercial TIF programs.
Marcos Rodriquez, Director of Development, told commissioners staff used a 300-foot notice radius from parcel lines and also notified adjacent homeowners' associations as a courtesy. The resolution authorizes the public meeting but does not approve the TIF program itself; the commission will consider adoption following the required meeting and any public input.
Members voted 5-0 to adopt the resolution (motion by Kelly Clemens, second by Mark Kara). Staff said the item will return to the commission for formal consideration after the June 15 public meeting and continued outreach.
