Martin County commissioners receive clean audit, approve appointments and several budget amendments

At its Jan. 13, 2021 meeting the Martin County Board of Commissioners received an unqualified audit opinion, approved multiple budget amendments and appointments, adopted a food-system resiliency resolution and amended rules to allow remote participation during declared emergencies.
The Martin County Board of Commissioners met Jan. 13, 2021, in Williamston and unanimously approved its agenda, consent items and several budget amendments while receiving a clean audit for the fiscal year ended June 30, 2020.
Audit partner Madonna Stafford of Carr, Riggs & Ingram told the board auditors issued an unqualified opinion on the county’s financial statements, reporting a net position increase of about $1.73 million and an unassigned General Fund balance of $8,010,686, equal to 26.8% of General Fund expenditures. Stafford said auditors found no material noncompliance or questioned costs in the county’s major federal and state programs reviewed.
The board approved numerous routine and personnel items as part of a consent agenda, among them a resolution appointing plat Review Officers as required by NC G.S. 47-30.2 and several board and committee reappointments.
On budget matters, the commissioners voted to accept several amendments: Budget Amendment #17, which appropriates a $10,000 North Carolina Horse Council grant to support horse-trailhead facility improvements; Budget Amendment #18, which records roughly $4,343 from the CTCL allocation for one-stop poll worker bonuses; Budget Amendment #20, which appropriates $110 in investment earnings to the Coronavirus Relief Fund account; and Budget Amendment #21, which records $33,589 in CARES funding for DSS programs serving protective services and foster care. Budget Amendment #19 was noted and tabled for later discussion at the chairman’s request.
The board also adopted a resolution supporting the North Carolina Association of County Commissioners’ task force on food-system resiliency. Chairman Ronnie Smith described rising food insecurity during the pandemic and said the county will examine local food-system supports and partnerships.
Finally, commissioners amended the Rules of Procedure to clarify and allow remote participation — including in closed sessions — when a county or statewide emergency makes in-person meetings inadvisable. The amended provisions specify technology requirements, recognition rules for remote speakers and expectations for privacy when participating in closed session remotely.
The meeting adjourned at 8:46 p.m.; the next regular meeting was scheduled for Feb. 10, 2021.
