Staff proposed buying a GeoBag dewatering system — a set of mesh dewatering bags and a hopper — that would allow the village to dewater sludge and haul the solid material to a landfill. Staff estimated initial setup costs at about $30,000 and annually recurring hauling and consumables at roughly $4,000–$5,000 versus the current estimated $20,000 per year hauling cost if the problem continues.
John, the village utility staff member, said the GeoBag approach would require engineering and a permit amendment to allow landfill disposal of the dewatered material. "The initial setup for it is about $30,000 for the equipment," he said; he added the sewer fund currently includes sufficient balance to buy the equipment but the council needs to authorize the engineering work and permit changes.
Council also discussed a multi-stage capital plan for water infrastructure. The first phase would replace aging water meters across the village to stop meter loss and leakage; staff estimated replacing all meters at about $250,000. Council members discussed funding the project through a targeted capital improvement fee or a small service charge added to water bills (one example discussed was about $60 per account annually), pursuing zero-interest OPWC loans or grants, and ensuring the village could service debt without overtaxing residents.
The council voted to authorize staff to move forward with engineering and procurement steps for the sewer dewatering solution and to begin planning the meter-replacement program with engineers to develop cost estimates and funding options.
Why it matters: The sewer-plant disposal issue is a recurring operational risk that could interrupt treatment operations; a capital purchase and permit change would provide a locally controlled disposal path. Replacing meters promises to reduce water loss and increase revenue recovery but requires substantial upfront capital and a sustainable funding mechanism.
