Republic advances Water System Plan review and schedules GMA critical-areas hearing

Clerk-Treasurer Nick Olsen told the council the draft Water System Plan (WSP) is ready to be submitted to the Washington State Department of Health for a 60-day comment period. The council will review DOH comments, revise the plan as needed, and resubmit; the process includes a second 60-day review cycle by DOH.
Nick Olsen also said the city will hold a public hearing at a future meeting to update its Growth Management critical-areas ordinance by adopting the county’s code by reference. He reported the SEPA notice for the GMA update is already posted and that the WSP SEPA notice will be posted once the first draft is in the city's hands.
Council members did not take a final adoption vote on either the WSP or the GMA ordinance at this meeting. The clerk indicated the Growth Management ordinance will be re-presented on March 16 for adoption. The WSP will proceed through the documented DOH review periods before any final city action.
Next steps: Staff will submit the WSP draft to DOH for its 60-day review, post the WSP SEPA notice when the draft is available, and schedule the public hearing on the GMA critical-areas ordinance at an upcoming meeting.
