Northfield council adopts four emergency measures, including expanded mayoral spending authority

The Village of Northfield council unanimously adopted three emergency resolutions and an emergency ordinance at its Aug. 24 meeting that, together, direct the certification of delinquent charges to the county tax duplicate, authorize appropriation adjustments and amend the mayor’s spending authority.
Law Director Brad Bryan read the titles of Resolution Nos. 2022-45 and 2022-46, which direct certification of delinquent sewer-maintenance fee bills and of property demolition and removal costs, respectively, to the County Fiscal Officer for placement on the tax duplicate. Council moved to suspend the three-reading rule on each item and then voted to adopt them; roll-call votes recorded all members as voting yes.
Council also read and adopted Resolution No. 2022-47, authorizing certain amendments and transfers to the 2022 Appropriation Resolution; and Ordinance No. 2022-48, an emergency amendment to Section 230.015 of the Village Administrative Code relating to the mayor’s spending authority. For each piece of legislation the council first voted to suspend the three-reading rule and then voted to adopt the measure; each motion carried on a unanimous roll-call vote.
The measures take effect as emergency legislation as entered on the record. Meeting minutes show no substantive floor debate or recorded dissent on the items; all votes were recorded as yes by council members in attendance.
Council will proceed with implementing the administrative changes and certification steps set out in the adopted measures. The Village Clerk will include the adopted resolutions and ordinance in the official record and the actions necessary to place certified amounts on the county tax duplicate will follow, as provided under the titles read at the meeting.
