Washington council approves multiple infrastructure contracts and budget amendments

The council adopted a $2,300,000 budget ordinance amendment to cover materials for the T5 transformer project and approved a $350,000 amendment for emergency repairs to the #1 Oxidation Ditch at the Wastewater Treatment Plant after a catastrophic equipment failure. Council also awarded the Phase 2 Airfield Drainage Improvements project to S.T. Wooten Corporation for $1,965,724, contingent on receipt of the fully executed grant from the N.C. Department of Transportation Division of Aviation. In a separate action, the council authorized the mayor to execute a contract with RK&K for engineering and design services for a Living Shoreline and Natural Levee project at the Wastewater Treatment Plant, approving a purchase order in the amount of $480,000.
Councilors approved the drainage project after staff reported the city had received notification of grant funding (Award ID 36244.51.13.2) covering approximately 90% of the construction cost; the staff memo listed grant funds at $1,907,998 and stated a local match of $212,000 would utilize previously awarded TRDF funds. The award was contingent on the executed grant agreement from NCDOT Division of Aviation.
The emergency appropriation for the oxidation ditch followed an inspection that uncovered multiple structural failures from metal fatigue; staff estimated the cost to repair or replace parts and return the unit to service at about $350,000 and the council adopted the ordinance amendment to cover those costs.
The RK&K contract will provide engineering and design under the NC Resilient Coastal Communities Program Phase 3 for the Living Shoreline and Natural Levee project at the Wastewater Treatment Plant. Council approved the contract and the related purchase order in the amount of $480,000.
