North Haven plans ash‑pile testing, pallets at transfer station; approves saltwater RFP and grant pre‑application

The inspector recommended sampling the ash, installing Jersey barriers, and placing pallets under electronics and tires to avoid ground contact.
Staff said testing will determine whether the ash is hazardous; if it tests clean it could be sifted for reuse, but hazardous results would require more expensive disposal. The board discussed signage, limited reopening timelines (mid‑April target if testing is favorable), and the need for a steward or staff oversight (and possible cameras) to prevent improper dumping.
Separately, the board approved posting an RFP for saltwater intrusion scoping and design with bids due April 30, an evaluation in May and a select board vote June 5; staff said they will apply to the Community Action Grant (~$75,000) with the potential to cover a substantial portion of scoping and design costs. The board also voted to authorize staff to submit a pre‑application to the Northern Borders grant program to seek a 50% match for portions of a larger sewer project.
The votes to approve the RFP and grant pre‑application passed; staff will pursue sampling vendors for the ash pile and assemble grant materials for submission.
