Richfield council waives call-up review for three conditional zoning approvals; Sweet Magnolia's and Dunkin. projects advance

Planning & Zoning Director Frantz reported that the Jan. 13 Planning Commission approved several conditional zoning certificates and a grade change: a full‑service dog grooming business (Grooming By Missy) at 4131 W. Streetsboro Rd., Sweet Magnolia's (a non‑fast‑food restaurant) on a 0.35‑acre parcel at Grant Street and Library Drive, Abundant Services Inc. for a contractor equipment storage yard at 4039 Hart Road, and a retaining wall exceeding three feet at 4012 Olde Orchard Trail.

Under Section 1173.07(d) of the village Planning and Zoning Code, council has 30 days to exercise its call‑up authority for each certificate. Councilmember Philippbar moved to waive call‑up authority for Grooming By Missy, Sweet Magnolia's and Abundant Services Inc.; each motion was seconded by Councilmember Beshara and passed by unanimous roll call.

Frantz said the Sweet Magnolia's project intends to seek final plan approval at the Planning Commission's Feb. 10 meeting and that Pierogies' of Cleveland will seek preliminary plan approval at the same meeting. Frantz also said the Inspire Brands (Dunkin) project is proceeding toward development plan review in March and that the village plans to use a vacant parcel off Grant Street for construction staging; authorization to bid parking lot improvements was anticipated for the Feb. 3 council meeting. Frantz noted a temporary driveway will be constructed to provide access to AMVETS Post 176 while permanent access will be provided via public roads once development progresses.
