City engineer: Highland–Trebisky water-main rehab delayed by defective pipe; sewer and road projects to start this spring

City Engineer Justin Haselton updated Richmond Heights City Council on Feb. 10 about three infrastructure projects, reporting a delivery problem on the Highland–Trebisky water-main rehabilitation that will delay work and giving timelines for sewer and road projects.
On the CWD Highland–Trebisky Transmission Main Renewal Phase 2, Haselton said the project involves rehabilitating a 48-inch concrete water main to a 42-inch steel main along Trebisky Road from Highland Road to Monticello Boulevard, with an anticipated completion in June 2026. "The contractor discovered the pipe that was delivered was defective - (1/2 of the project). The pipe had to be sent back to be re-coated and tested. This will set them back 1-2 weeks. They have also lost a week due to weather. There has been no official completion date extension yet," he said.
Haselton also reported that a kickoff meeting was held for the NEORSD sanitary sewer improvements project near Belle Oaks and surrounding neighborhoods and that construction is tentatively scheduled to begin in mid-March, with recent coordination meetings between the contractor and Belle Oaks representatives. On Edgewood Road, the field survey is complete and the design is in progress; the project is expected to be bid in the spring and constructed in summer/fall.
Haselton identified Fabrizi Trucking & Paving Co., Inc. as the contractor for the water-main renewal and said the recently discovered pipe defect affected roughly half the project's delivered materials. Council did not vote on project funding or contract changes during the meeting; Haselton said there has been no official change to the completion date.
