Richmond Heights council approves package of purchase agreements, code updates and a resolution opposing state immigration bills

Richmond Heights City Council on Feb. 10 approved a slate of ordinances and resolutions covering equipment purchases, engineering contracts and a code update, and adopted a resolution opposing several proposed state bills on immigration enforcement.
The council voted 6-0 to approve Ordinance No. 12-2026 on third reading, which amends Section 131.04 of the Administrative Code concerning the mayor’s contracting authority and was declared an emergency. Council President Jordan moved the ordinance and Robinson seconded the motion.
Council then suspended the rules and approved several purchase and contract resolutions unanimously. Resolution No. 16-2026 authorizes the mayor to buy fire hose from Johnson’s Fire Equipment Company using U.S. Department of Homeland Security grant funds. Resolution No. 18-2026 authorizes purchase of a new brush chipper from Morbark, LLC through the Sourcewell cooperative purchasing program. Resolution No. 22-2026 authorizes purchase of two ballistic shields from Tyr Tactical LLC for the police division. Resolution No. 19-2026 expresses the city’s intent to sell surplus personal property, including motor vehicles, via GovDeals.com under Revised Code §721.15.
The council also approved equipment-purchase adjustments in Resolution No. 20-2026 to revise the price of a wheel loader from Southeastern Equipment Company to reflect a trade-in credit and purchase of a used bucket. Two Verdantas task orders for engineering services were approved: Resolution No. 21-2026 (Task Order #13 for site plan review and inspection services) and Resolution No. 24-2026 (Task Order #14 for routine engineering services). Council also approved Ordinance No. 23-2026, updating traffic and general offenses code sections to comply with state law.
On the policy front, the council approved Resolution No. 17-2026 — introduced by the mayor and council — expressing opposition to proposed Ohio House Bills 26, 42 and 281 and Senate Bill 172 regarding federal immigration enforcement and mandated state and local assistance; that measure passed 6-0 after suspension of the rules.
