Richmond Heights council approves court conversion, service-facility RFP and five infrastructure measures

The Richmond Heights City Council voted unanimously Tuesday to approve five agenda items, authorizing the mayor to enter contracts or agreements on projects ranging from park courts to stream improvements.
Resolution No. 25-2026 authorizes the mayor to enter into a purchase agreement with Site Technology, Inc., through the Ohio Buys purchasing program for conversion of courts at Richmond Heights Park from tennis to pickleball. The motion to suspend the rules and adopt the resolution passed 6-0 after a motion by Council President Bobby Jordan.
Ordinance No. 26-2026, authorizing the issuance of a request for proposals for professional architectural and engineering design, bidding and construction-administration services for a new Service Department facility and declaring an emergency, was approved after motions to suspend the rules; the ordinance was adopted 6-0.
Resolution No. 27-2026 authorizes an agreement with Verdantas to provide professional engineering services (Task Order #15) for the 2026 Road Program. Resolution No. 28-2026 approves a contract with Terra Environmental, LLC for the 471 Harris Road stream improvements project. Resolution No. 29-2026 authorizes a memorandum of understanding with the Cuyahoga Soil and Water Conservation District and the Northeast Ohio Regional Sewer District to provide technical assistance for the city’s compliance with Ohio EPA NPDES permit requirements. All passed 6-0.
Council President Bobby Jordan made or initiated the procedural motions recorded in the minutes; several votes were seconded by Councilmember Silver, Robinson or Ursu as noted in the official record. For each approved measure the minutes state the vote as "passed 6-0." Councilmember Nelson was excused earlier in the meeting.
The approvals authorize the mayor to finalize the listed agreements and direct staff to carry out next steps such as contracting, design procurement and project administration.
