East Cleveland board approves Naviance contract, new K–5 ELA materials and several policy changes

The East Cleveland City School District Board of Education on April 14 approved a package of contracts and policy updates intended to support student planning, classroom instruction and district operations.
Mrs. Darw, chair of the education committee, introduced a resolution authorizing a contract with Power School Group Unlimit LLC to purchase Naviance, a college-and-career planning and tracking tool for students in grades 6–12 at Shaw, Kirk and Superior. "This program allows students and families to individually log into an account that helps plan and track progress for life after high school," she said, describing features that include transcript tracking, resume and application support and links to FAFSA import services. The board voted to approve the contract unanimously.
Dr. Pedigrew, who spoke about prior district use of the product, said the district had used Naviance previously and that many nearby districts are returning to it after trying other models. "Most districts are going back to Naviance for career planning," Dr. Pedigrew said.
The board also approved a contract with HMH Education Company to acquire a new kindergarten–5 English language arts curriculum that includes print and digital materials, teacher resources, "big books" for early grades and professional development for teachers. No dollar amount for the contract was disclosed in the discussion.
Separately, the board authorized a service agreement with Edge Document Solutions LLC for an unlimited-user software license covering July 1, 2025, through June 30, 2026, and accepted $2,000 in donations for April 2025. The board adopted several policy amendments brought forward by committee work, including changes to inventory and disposition of equipment acquired with federal funds (policy 8.19), procurement with federal funds, uniform federal grant guidance and food sales standards.
All of the listed motions were moved, seconded and approved by unanimous vote. The board ended the regular session and recessed to an executive session to consider personnel matters.
The contracts are expected to be implemented by district staff; the board did not provide specific cost figures for the Naviance or HMH contracts during the meeting. Staff will proceed with contract execution and necessary administrative steps following board approval.
