Board approves 'impracticality' transportation resolution, authorizes parent payments for out-of-district placements

The East Cleveland City School District board approved a resolution declaring it impractical for the district to provide transportation to some out-of-district student placements for the 2025–26 school year and authorized payments to parents in lieu of district transportation.
Board members described the measure as an annual filing the district uses when students attend placements that are geographically or operationally impractical to service by district buses. Trustees said the arrangement is offered when the district cannot feasibly provide direct transport to nonresident placements and the payment option is accepted by parents.
A board member noted that the issue has produced litigation efforts elsewhere in the state but that filing the impracticality resolution is a common practice for smaller districts that cannot run routes to many remote or nonresident placements.
The resolution passed by voice vote. The board recorded the motion as approved and directed staff to proceed with parent notification and required state filings.
