North Greenbush board approves developer dedications, equipment purchases and fee updates

The Town Board of North Greenbush approved a package of routine measures at its April 10 meeting, including acceptance of developer-installed water and sewer mains, purchases of public-works equipment and a pilot tax agreement for a solar project.

Why it matters: The approvals transfer maintenance responsibility for new infrastructure to the town, authorize equipment the Highway and Utilities departments say they need, and change revenue/fee settings that affect residents and facility renters.

The board unanimously authorized a series of items related to water and sewer infrastructure tied to developer work by J&A United LLC, including a Negative Declaration and subsequent formal acceptance of water and sewer mains and related appurtenances. Supervisor Bott explained that developers install mains and the town typically takes them over after inspections.

The board also approved bids and purchases for operational equipment. Supervisor Bott moved an emergency purchase of a bucket truck for the Highway Department; Highway Superintendent Mike Martines said the vehicle is needed to pick up brush and could assist the Utilities Department. The board approved a radar/speed trailer and a traffic data collector; Police Chief Keevern described the traffic data collector as "six years in the making" and said temporary placement on poles is being coordinated.

On intermunicipal infrastructure planning, the board authorized the town to explore collaborative updates and repairs to the Route 4 corridor water line — a 36-inch main — and awarded a water-pressure improvements contract to JNR Construction & Excavation Inc.

On administrative matters, the board authorized the Supervisor to execute a website-management agreement with SPECBEE LLC after the town's current provider was sold, and approved a grant application for the North Greenbush Court that the Court Secretary said could fund major improvements at no cost to the town.

The board also approved a payment-in-lieu-of-taxes (PILOT) agreement for Wynantskill Solar LLC at 163 West Sand Lake Road; the board approved the PILOT but recorded abstentions from Councilwoman Hoffman and Councilman Gordon. Those two members also abstained on the Household Hazardous Waste Collection Program agreement with Rensselaer County, which the board otherwise approved.
