Town Manager Matt Lawless told the Shelburne Community and Economic Development Committee on May 27 that the Crombach‑Brandon development is the town’s leading candidate for an application to Vermont’s Community Housing Infrastructure Program (CHIP). Lawless described the proposal as approximately 68 market-rate condominium units paired with a critically needed sewer pump station.
Lawless said the Town is evaluating a financing approach that would use about 75% of the incremental property tax revenue generated by the project to help pay for the infrastructure that would make the development financially viable. He outlined the next steps: finalize the legal contract between the Town and the developer, complete the site plan and lending arrangements, hold a Select Board public hearing, and then submit the package to the Vermont Economic Progress Council for approval.
Committee members heard that the sewer component is integral to the project’s feasibility and that approvals will require coordinated legal and financial steps. Lawless said there will be further updates at future meetings as contract terms, site plans and financing are developed.
No formal committee motion to endorse the CHIP application was recorded in the minutes; the update was presented as a staff briefing and set out the procedural path toward Select Board review and state submission.
