Mendota staff brief council on public-safety, infrastructure and community projects; commenter raises police-records concerns

City Manager Cristian Gonzalez briefed the council on several projects: the Streetlight Data Collection and Mapping Project, a newly installed solar light near City Hall, receipt of requests for qualifications from architectural and engineering firms for the Community Center Project, planned purchase of body-worn cameras for MPD, the status of the new Police Department and City Council Chambers project, a roundabout project on State Highways 180 and 33, planned road repairs, the Pool Park Rehabilitation Project, and an upcoming drag-racing event at the William Robert Johnston Municipal Airport.
During public comment, Cristian Cruz said he had requested a police report from the Mendota Police Department and that "they were unwilling to provide it to him," raised questions about the department's liability insurance and expressed a desire to repair relations between MPD and community members. Cruz also inquired whether Chief of Police Smith would be willing to sign his nomination papers for the November 5, 2024 presidential election. The minutes record discussion on Cruz's comments but do not include a recorded response obligating release of the requested report.
Mayor Pro Tem Libertad "Liberty" Lopez also reported on community items, including a commercial with Congressman John Duarte and potential additional funding for the Community Center Project. Council Member Oscar Rosales congratulated Mayor Martinez on his new role with Golden Plains Unified School District and commented on local development.
Council took no formal action on the project status updates; several items—such as consultant selection and body-camera procurement—require further staff follow-up and procurement steps.
