P&Z seeks slope protections after Sunrise Mountain Estates annexation; council affirms legal authority over Mountain Estates access

Planning & Zoning recommended drafting language to preserve a steep-slope restriction following annexation of the Sunrise Mountain Estates subdivision and proposed adding a requirement that plans include property elevations.
The board noted the county currently has a prohibition on building on slopes steeper than 30 percent but that town annexation can overwrite that county restriction. P&Z members asked staff to draft language to add that requirement back into town approval standards.
P&Z also reported a member resignation and asked the council to review board organization and the role of the building official in approvals.
Separately, Councilman Merrill said he had spoken with Stephen Allen about access for the Mountain Estates subdivision; Merrill told the council that the decision whether to allow access across town roads is the town's to make and that the town is legally able to deny such access.
The minutes record discussion and requests for draft ordinance language; no formal zoning ordinance or council vote on revised slope language was recorded in the work-session minutes.
