Mendota council adopts 2023–2031 Housing Element, approves street‑improvement consultant and declares surplus property

The Mendota City Council on Sept. 17, 2024 adopted Resolution No. 24‑53, finding a California Environmental Quality Act exemption and formally adopting the city’s 2023–2031 Housing Element update.
Assistant City Planner Czeshinski presented the staff report on the General Plan Update 2005–2025 and the housing element, after which Mayor Martinez opened and shortly thereafter closed the public hearing. Mayor Pro Tem Libertad “Liberty” Lopez moved to adopt Resolution No. 24‑53; Council Member Jose Alonso seconded the motion and the measure passed unanimously (4 ayes, absent: Oscar Rosales).
On the consent calendar the council approved the warrant list (checks 55318–55339) totaling $248,990.87 and Proclamation No. 24‑01 recognizing the Mendota Unified School District Expanded Learning Program and declaring Nov. 7, 2024 as Lights on Afterschool Day. The council pulled two items for discussion: Resolution No. 24‑51, declaring certain city‑owned personal property surplus and authorizing sale or disposal, and Resolution No. 24‑52, approving a Consultant Services Agreement and proposal from Provost & Pritchard Consulting Group for land surveying and engineering services for the 2024 Local Streets Improvement Project. After brief discussion and allowing public comment on item 4, Council Member Jose Alonso moved to approve item 4 and later moved to approve item 3; both motions were seconded by Council Member Joseph Riofrio and approved unanimously (4 ayes, absent: Rosales).
The actions finalize authority for the city to dispose of surplus equipment and to contract with Provost & Pritchard for surveying and engineering work on local street improvements. Staff did not state a contract dollar amount on the record during the meeting; the warrant list total was presented as $248,990.87. Assistant City Planner Czeshinski said the housing element amends the General Plan to cover 2023–2031 but did not provide additional numeric housing targets during the presentation.
The council also voted to waive the reading of introduced resolutions and ordinances and approved minutes of the Sept. 3, 2024 regular meeting. With these votes the council advanced its land‑use and capital projects agenda items and left further project details and contract implementation to staff and future agenda reports.
